The Satluj Jal Vidyut Nigam Limited ? SJVN (formerly Nathpa Jhakri Power Corporation Limited - NJPC ) was incorporated on May 24, 1988 as a joint venture of the Government of India ( GOI ) and the Government of Himachal Pradesh (GOHP) to plan, investigate, organize, execute, operate and maintain Hydro-electric power projects. The present authorized share capital of SJVN is Rs 4500 crores.
The Nathpa Jhakri Hydro ? Electric Power Station? NJHPS ( 1500 MW ) was the first project undertaken by SJVN for execution. In addition to the financial assistance from the World Bank, SJVN has also been financed as loan by a Consortium of European Banks, the Power Finance Corporation ( PFC ) and various domestic commercial banks

Besides the social and economic upliftment of the people in its vicinity, the 1500 MW NJHEP has been designed to generate 6950.88 MU of electrical energy in a 90% dependable year with 95 % machine availability. It is also providing 1500 MW of valuable peaking power to the Northern Grid.
Out of the total energy generated at the bus bar, 12 percent is supplied free of cost to the home state i.e. Himachal Pradesh. From the remaining 88% energy generation, 25% is supplied to HP at bus bar rates. Balance power has been allocated to the beneficiary states / UTs of Northern Region by Ministry of Power, Government of India.
Besides above, an indirect benefit has also accrued to the region by way of increase in agriculture and indus¬trial production. In addition, the project has provided gainful employment to a large number of skilled and unskilled workers and has also opened the landlocked hinterland by providing essential facilities such as schools, hospitals etc. for the people of the area. Thus, 1500 MW NJHPS has ushered in the social and economic up-liftment of the persons living in the vicinity of the Project i.e. of society at large. |

Nathpa Jhakri Hydro-electric Power Project has townships at Jhakri and Nathpa with modern amenities to ensure high quality of life for the employees and their families. The Project is equipped with a branch of Delhi Public School and a Govt. School, shopping and recreational facilities including clubs/cable TV, etc. A well equipped modern hospital has been established in the project township. The Company runs its own transport between Shimla and the Project for comfortable movement of its employees and their families from the Project to Shimla. The Project communication system comprise telephone, fax, wireless, VSAT and the Internet.

CITIZENS CHARTER ON RESETTLEMENT AND REHABILITATION
OBLIGATION AND RESPONSIBILITY FOR IMPLEMENTING RESETTLEMENT AND REHABILITATION POLICY
|
- Complete the implementation of ongoing Resettlement and Rehabilitation package formulated at the time of land acquisition.
- Extend assistance to those PAFs who are identified as living below the poverty line so as to enhance the earning capacities.
- Up-gradation of basic amenities in the affected villages.
- Propose healthcare measures to improve the overall health conditions of local/project-affected population.
- Strengthen the Environment and R&R department?s capacity to undertake the implementation of R&R activities.
- To take utmost care to ensure that our activities do not threaten survival and quality of life of project affected persons (PAPs) by protecting to the extent possible, their habitats, natural systems and resources, and minimize depletion of non-renewable resources.
- Our special emphasis will be to achieve our objectives through community participation and by treating PAPs fairly and in keeping with the laws of the land.
- We shall endeavour to encourage education, family welfare, role of women-in-development, energy conservation and basis necessities.

The work of implementation of Rehabilitation & Resettlement is keenly monitored by the World Bank. Apart from World Bank other external agencies involved at state level are :- District Administration, Revenue Department, Agriculture & Horticulture Department and at Govt. of India level are :- Ministry of Power, Rural Development and Environment & Forest.

DIRECTIVE PRINCIPLES OF RESETTLEMENT AND REHABILITATION
|
|
a. The obligation of SJVN for providing physical resettlement and rehabilitation extends to those persons/families, which are likely to be incapable of organizing their own resettlement and rehabilitation out of their compensation awarded or personal resources. The broad criterion for being eligible for individual benefits has been stated under the conditions of eligibility and entitlement of the policy, as applicable from time to time.
b. The resettlement and rehabilitation benefits as per eligibility and specific entitlement unit have been defined under the relevant sections of the R&R policy
c. Resettlement benefits are available for displaced Homestead oustees on account of compulsory acquisition of place of residence under the L.A. Act-1984.
d. Rehabilitation benefits are provided for the oustees who lose their livelihood from the acquired area on account of land acquisition under the L.A. Act-1984.

INSTITUTIONAL SET-UP ON PARTICIPATION FOR R&R
The consultation with the affected population is done in a participative manner for which various systems have been institutionalized; various forums available are :-
? Socio-Economic Survey (SES).
? Public Information Centre (PIC).

SOCIO-ECONOMIC SURVEY (SES):
As a part of socio-economic survey, a detailed discussion is held with the PAPs to establish their baseline socio-economic status, the impact due to the project and the opportunities for their rehabilitation depending on their qualification, experience and aptitude. Socio-economic survey also studies in detail the impact of the coming up the project, on the people and the area, through group discussions/interviews and assesses PAPs choice of rehabilitation. This helps in preparing practical Remedial Action Plan (ReAP) envisaging measures for community development (medical and educational) and area development in addition to income generation for the PAFs.

PUBLIC INFORMATION CENTRE (PIC):
To maintain transparency and keep the PAPs informed SJVN has established PICs at Projects where all documents such as socio-economic survey reports, R&R Plans/ReAPs specific to the project, policy and other relevant documents are kept for public view. The PAPs are encouraged to refer to any document and can register their queries/grievances in a register kept at the PIC. R&R officers are available at PIC for interacting with PAPs & listening to their grievances and explaining them the documents.

INCOME GENERATION SCHEME FOR PROJECT AFFECTED FAMILIES
Primarily the objective of an income-generating scheme is to provide financial assistance to Project Affected Families who are below poverty line and particularly those belonging to vulnerable groups (SC/ST/OBC headed by women). The schemes are to be made Project specific.

The vocations covered under the IGS for PAFs are :
|
1. Running of Taxi.
2. Bee ? Keeping.
3. Poultry Farming.
4. Dairy Farming.
5. Weaving Unit.
6. Handicraft.
7. Handicraft.
8. Bakery.
9. Cottage Unit.
10. Any other (shop etc.)

LICENSE/PERMIT/REGISTRATION/TAXES:
The applicant under the scheme will be entirely responsible for arranging and obtaining any statutory license/permit registration with appropriate authorities and for payment of any taxes for the vocation as per law.
The applicants are required to submit their applications in the prescribed format, which is meant only for screening of eligible candidates for further action. Merely filing of an application form will not mean acceptance of the candidature of the applicant.
The scheme is only a welfare measure for PAFs and does not confer any right on the PAFs for financial assistance.
Decision of SJVN Management in implementation of the scheme will be final and binding.

GREIVANCE REDRESSAL MECHANISM:
Employee grievance and complaints which a re primarily manifestation of their dissatisfaction against the working conditions, managerial decisions etc. some time assumed serious proportions if not properly attended to. A formal Grievance Redressal Machinery is existing for seeking remedy to a grievance arising out of implementation o company policy/rules, recovery of dues, working conditions, leave, withholding of benefits under rules, interpretation of service rules and matters of similar nature. The procedure has been formulated so as to aim at resolving the grievance raised in writing within a prescribed time frame. It also provides various stages of redressal, giving an opportunity to aggrieved employees to seek remedy ever from the highest authority.

4. In respect of public services individuals often have little choice and no voice. We shall respond when things go wrong, offering an apology, an explanation and a swift & effective remedy if the promised standard of service is not met.
5. There will be a well publicized and easy to use complaints system and wherever possible, some form of independent review so that people are not afraid of making a complaint.
6. We shall make all out efforts to see that no one is excluded from access to public services for reasons of race, colour creed, gender or mental or physical disability.
7. We shall respect individual and group rights, preserve law & order and protect disadvantaged groups against exploitation by stronger groups.

OTHER FORUMS :
A number of bipartite forums comprising the representatives of employees and the management has been established at all levels. Quarterly meetings with these bipartite forums are held at generating stations as well as corporate office separately. Similar meetings are also held at corporate office, under the chairmanship of Director (Personnel) once in six months. The thrust area of discussion is related to Policies as well as issues concerning enhancement of production, efficiency and improving organisation climate. Besides the above, open house is organized with cross-functional teams once in six months at corporate office and generating stations separately to solicit feedback/ suggestion from employees with the objective of improving organizational climate and productivity for the prosperity off employees.

REVIEW:
The policy and guidelines as above will be applicable prospectively & will be reviewed periodically and appropriate modifications will be made to the policy statement and the guidelines, as and when required based in lessons learnt during implementation. However such review shall not be earlier than six months.
Public Grievance Officers are available for any clarification Redressal/receive and hear grievance between 10:00 AM to 01:00 P.M. on every Wednesday as per the details.

Future Plans:
The SJVN proposes to add 5000 MW additional capacity by 2014-15. This would require an additional investment of about Rs. 29,000 Crores which shall be met mainly from internal accruals and loans from domestic /multi literal funding agencies.
To achieve the target of setting up of additional 5000 MW SJVN is exploring the possibilities of taking up new projects in Himachal Pradesh, Arunachal Pradesh, Nepal and Bhutan.
